2003
Some re-allocation of locomotives in the NEC occurred during the early part of 2003.
General Pool P42DCs took over NEC/Virginia services (from P40s) and the NEC/Harrisburg line (from NEC P42DCs), they also took over the Downeaster and Boston-Springfield-New Haven services for a few months. From early 2004 the Downeaster was operated by a mix of IC General Pool P42s, NEC P42s and NEC P40s.
15 of the NEC/Virginia and NEC/New England P40s went into store.
NEC/Harrisburg line P42DCs moved to NEC/New England to work with the remaining P40s.

February 2003
AEM-7 #913 cut up at Wilmington DE.

April 2003
Amtrak’s Five Year Plan published. The plan included retirement of 1 AEM-7DC, all E-60s, all SW1/SW9/SW1500s, all MP15s, all GP7/9s and all P32-8s. In 2004 this was revised to retain MP15s and P32-8s.

May 2003
P42 #128 reported as being fitted for Michigan ITCS at Chicago.
P32-8s: 515 confirmed as remaining in Chicago, 518 has been noted at Indianapolis and Chicago, may have been used on Beech Grove - Chicago car maintenance trains, 516 ran on train 92 to Philadelphia on 20 May 2003.
F40PHR 407 used for Beech Grove - Indianapolis car maintenance switching.
Several NPCUs seemed to be out of service for a while, being replaced by P42s on some Downeaster and Midwest trains.
P42 199 suffered damage following a collision with a truck and derailment at Hinesville GA on Train 91 (6th May 2003)
F40s: The former identity of CDAC463 is AMTK376
The number of active E60s reduced to 5, for 4 duties with one spare; some of those stored were being cut up.
The second RTL-III Turboliner entered service.

June 2003
20th Acela set accepted
Talgo reformation: 7104 returned to the “Mt Rainier” set, releasing 7102 back to spare.
GP4-PH #524 is no longer leased to the Providence & Worcester RR. It is now based at Albany for New England MoW.
An Amfleet business class car (44887) is now on the West Coast for use in the Horizon standby set at Los Angeles.
E-60 610 retired at Wilmington Shops in mid June.
P32-8 512 and 513 reported at Wilmington, while 510 has been seen on Train 5 at Denver CO on 27th June.

July 2003
P32-8 514 and 515 were also reported at Wilmington DE.
AEM-7s 922 (Boston 8th July Train 176) and 930 (Elkton MA 29th June) suffered fire damage.
After several years out of use SW1000R 796 finally left New Orleans for Wilmington DE

August 2003
F40s 226, 271, 280, 288, 301 and CDAC452, 460 sold to Ohio Central RR.
F40s 318, 343, 389 were up for sale at unknown location (318 renumbered to 418).
P32-8s for switching and standby power ceased at Albuquerque NM, Charlotte NC, Toledo OH, San Antonio TX and Dallas-Ft Worth TX.
Two F40s for the Alaska RR as Non Powered Cab/HEP Units 31 (244) and 32.
P42s from the Chicago General Pool began to appear on services in the Boston area (Downeaster and the NEC trains running via Springfield to New Haven) alongside NEC P40s and P42s.

September 2003
NEC P40s 806, 814, 820, 821, 823, 826 also stored, location unknown.
A third rebuilt Turboliner delivered to Albany-Renn.
Further details of F40 disposals reported.

October 2003
P42 203 returned to service following fire damage repairs, carrying advertising for Monopoly.
F40s 308 and 310 going to Metro North rather than NS.
F40s 274, 302 and 400 leased from Railworld to New Jersey Transit.
AEM-7 927 reported working MARC services in Maryland and DC.
P40s 830 and 837 (previously stored) reported working VRE services.
The remaining E60s withdrawn from service at the end of October. 603 will be preserved.
SSB1200 #555 sold to Progress Rail, GA.. It had been out of use at Sanford FL for some time.

November 2003
F40s 400 and 270 delivered to NJ Transit on lease from Railworld.
P40’s 814 and 837 worked Norfolk Southern test trains over the NEC. 823 was assigned to be used but was replaced by 814.
Some 1500 series Material Handling Cars returned to service, restricted to Mail use on the NEC.
4 E60s (unidentified) at Bethlehem PA awaiting movement to Naporano scrap NJ on 26th Nov.

December 2003
E60’s 604, 605, 608, 609, 610 reported at “Oak Island Yard” on 1st Dec.
F40’s 265 and 291 (from lease to Conn DOT) returned to Amtrak and were sent for storage from New Haven to Wilmington/Bear via Boston, arriving in Chicago on 17th Dec on Train 49, then on Train 40 arriving Philadelphia on 19th Dec.


2004

January 2004
Several trains were running with reduced consists due to cars out of service with cold weather damage.

February 2004
Some previously un-located F40s were located at Joliet IL and at Larry’s Truck and Electric, Youngstown OH.
Amtrak announced several consist reductions due to non-availability of sufficient cars.
F40s 293 and 311 were delivered to NJ Transit on lease from Rail World.
A number of Railworld F40s went to the Montreal Maine and Atlantic RR, joining the former CDAC F40s. CDAC is now part of the MMA and both are owned by Rail World.
P42DC #26 to 37 and 126 to 128 reported as being ITCS fitted.
A third F40 preserved - 307 from Beech Grove to the North Carolina Transportation Museum, Spencer NC.

March 2004
MNCR4194 arrived in New Jersey following conversion from F40PHR 310.
SSB1200 556 reported at Avon Yard near Indianapolis for some time, it was formerly in reserve at Sanford FL, but it reappeared at Sanford in July 2004.
6 F40s in poor condition at Avon on 18th March - identities unknown. These may have came from Beech Grove.
F40PHR 326 advertised as being available for hire from IFE Leasing (The Train Source Inc); this company provides railroad equipment for movie production.
F40PHR VRE V33 (former AMTK 364) noted on delivery from Illinois to Washington DC. Also F40 V32 (AMTK 365) listed on VRE’s roster, along with AMTK P40 830.

April 2004
P42s 50 and 131 seen in separate UP freights in Iowa in early April (both were out of service at Beech Grove, later reports showed these two as going to MPI Boise ID).
New England P40/P42s returned to some Downeaster services, mixed with IC General Pool P42s.
F40s 275, 296, 309, 342, 346, 347, 349 and 388 moved from Beech Grove to Larry’s Truck and Electric, Youngstown OH.
Disposals of CF-7s in late 2003 reported: 582 and 585 to Larry’s Truck and Electric, Youngstown OH, and 583 sold to Amsterdam Leasing (ALGX)
P40’s 823 and 837 worked MoW trains in the south area of the NEC in early April. 814 also appeared in mid-April while 823 moved back to NEC North (Albany) after a brief period at New York as a Protect Loco.
The E60 section amended to correct errors in the details of re-numberings and conversions.
VRE confirmed that V32 and V33 were AMTK 364 and 365.

F40’s MMA/CDAC 453 (385), 456 (378), 459 (264) and 463 (376) left the MMA and were reported as being "sold", all being moved to Montreal

May 2004
4 MMA/CDAC F40’s (see above) moved from Montreal to Chicago in freight.
F40’s 265 and 291 moved from Wilmington to Morristown and Erie RR.
GP40PH 526 was retired (for rebuild) earlier in 2004.
P32-8 514 reported on MoW trains around Philadelphia (was Jacksonville switcher, then at Wilmington for maintenance).
Wabtec, the parent company of MotivePower Inc. (MPI) announced that Amtrak had ordered 10 MP15B switchers to be built later in 2004 at MPI Boise, ID. The designation was later changed to GP15.

June 2004
P40 814 noted at New Haven CT, rejoining the Albany Pool.
NPCU 90218 reported back in service in May.
All GP40PHs will be rebuilt at NS Juniata to GP38H-3. They will retain their current running numbers.
The number series of the new GP15 (MP15B) switchers will be 570-579.
F40s 394 and HTTX463 (CDAC463, AMTK376) reported at Relco Minooka IL.
P42s 50, 56, 131 and 163 under repair at MPI Boise since April.
P42s 59, 82, 84, 143, 144, 145, 146, 149, 151, 169, 176 and 190 stored out of service at Beech Grove by mid-May.
P42s 74 and 88 were assigned to NEC Work train duties in April. 74 returned to General Pool use by mid-May, and 88 by June.
The F40 section updated to add new information on those leased from Rail World Locomotive Leasing.
Correction: F40 226 did not carry Phase IV paint.
Re-allocated from AW Pool (LAX) to CA Pool (OAK), fitted with car door interlock: 112, 114
Two IC Pool P42DCs regularly worked AW Pool Trains (Trains 11/14); these were short term loans and the actual locomotives involved change regularly.
P42DC 88 returned to IC Pool following a period on NEC Work Trains.
P40 817 returned to the Albany Pool after being noted in Washington DC in April.

Paint scheme corrections: P42 42 is now believed to have been repainted directly from Phase III to Phase Vb (was not in Phase Va) and P42 84 remained in Phase Va when last reported.

July 2004
NPCU 90229 suffered scorching damage following a grade crossing collision and fire on 24th June (Train 822) and was deadheaded to New Orleans on Train 2 for repair (returned to service in August).
SW1 736 on the Ohio Central RR
F40s 265 and 291 have moved from Morristown NJ to operate on the Maine Eastern RR. The Maine Eastern RR is operated by the Morristown & Erie RR .
CORRECTION: Cabcar 9651 was reported in Los Angeles but this report was an error.
West Coast Heritage Dome Car 10031 sent to Beech Grove on 20th July.
NEC P40 814 working Philadelphia to Harrisburg trains.
GP40PH switching duty at Harrisburg PA ceased.
P42DC 98 at Beech Grove with fire damage.
19th July: F40 section - Confirmed that CDAC452 did go to the CDAC at some time before returning south (photographs found from 1999 and 2000).
20th July: Deleted reference to two ex-Metroliner cabcars and Amfleet cars stored at Oakland (they are no longer there). Amfleet Business Class 44887 has gone from the West Coast.
20th July: Deleted reference to cabcar 9651 moving to West Coast (error on Amtrak report).
27th July: P32ACDM 703 at Beech Grove. Horizon car 54509 reported on West Coast.

P42s 51, 52, 53, 54 and 59 were equipped for high speed testing in Illinois in mid 2003.
2nd August: F40 last known locations amended - 401, 402, 404, 405, 407, 408, 409 were moved from Beech Grove to Bear DE in July 2003.
2nd August: Date of P42DC 59's Truck Collision in Manassas VA corrected to 28th August 2003 (not March).
2nd August: Update of Allocation Changes for May 2003 (NPCU 90218 out of service), August 2003 (NPCU 90219 out of service, then at Beech Grove from Nov 2003), October 2003 (NPCU 90221 out of service Beech Grove), January 2004 (NPCU 90222 out of service), April 2004 (NPCU 90222 out of service New Orleans), May 2004 (NPCU 90218 back in service), June 2004 (P42 98 stored at Beech Grove fire damaged), July 2004 (NPCU 90229 out of service NOL).

5th August: CORRECTION - P42DC 34 remained in Phase IV paint. A Trainorders report of this in Phase 5 in October 2002 must be a error.
5th August: NPCU 90229 returned to service on the Heartland Flyer on 8th August following repair at New Orleans (see above).
5th August: P42DCs 134, 136, 138 were assigned to the Kerry-Edwards Presidential Campaign Train. 138 carried Kerry-Edwards advertising vinyls.

21st August: P42DC 193 was fire damaged while working Train 41 of 6th August at Cresson PA on 7th August. It was moved in NS freights from Altoona PA to GE Erie on 17th August.
23rd August: Six of the stored P40s were reported as being for sale.
23rd August: A Green Goat hybrid yard switcher, RPRX2001, built by RailPower Technologies Corp. leased to Amtrak for 60 days for use in the Washington DC area, arriving there on 20th August.
28th August: P42 84 returned to service following repairs.
28th August: CORRECTION: An report of P42 144 returning to service in July has now been found to be incorrect.
30th August: Mail and Express traffic to cease in October 2004.

31st August: Update of allocation changes to show that P40s 814 and 837 were stored at Bear for a short period from February to March 2004.

September 2004
1st September: P42 84 remained in Phase Va following repair but no longer has logos on the cab-sides.
1st September: P40 830 worked on NEC South MoW trains in June and August (this was previously leased to VRE).
1st September: F40PHRs 297 and 330 were still at Beech Grove on 27th August.
2nd September: F40PHRs CDAC453/AMTK385, CDAC456/AMTK378, CDAC459/AMTK264, CDAC463/AMTK376 located at Gary IN in May 2004.
3rd September: The two operational Turboliners were removed from the roster on 10th August 2004. They did not operate in service since early summer.
4th September: F40s 284 and 322 reported on the CSX bound for Larry's Truck and Electric. Both were previously reported at Beech Grove in December 2003.
5th September: F40s 330 and 351 reported on the CSX bound for Larry's Truck and Electric. Both previously reported at Beech Grove (330 in late August).
6th September: Heritage Dome 10031 released from Beech Grove and sent to Washington DC.

14th September: The blue Cascades Talgo set sent for overhaul, while it was away one Talgo working (Seattle-Bellingham) was replaced by a F59PHI and Superliners.

1st October: F40s 277 and 297 (see above) arrived at Larry's Truck and Electric by 30th September (they had previously been at Cumberland shops for a week).
2nd October: F40 276 confirmed as remaining at Larry's Truck and Electric. All 23 have now arrived.
2nd October: Heritage Dome car 10031 back to the West Coast following overhaul and a period in Washington DC.

8th October: F40's 398 and 399 owned by the Nashville RTA (Regional Transit Authority) for the Nashville to Lebanon commuter service (the "Music City Star") scheduled to start up near the end of 2005 / early 2006. They also have 332 for spares.
12th October: P40 837 (previously NEC South MoW) on the Three Rivers on 1st October.
12th October: Official Opening of the new Oakland Maintenance Facility (fully operational from November).
15th October: On 6th October NEC P42 106 (Phase IV) ran from Chicago on the Three Rivers, returning on the 9th to go out on the Lake Shore Limited. By 13th Oct 106 was back in Chicago and ran in the Hiawatha service. It later went to Beech Grove for overhaul.
17th October: Paint Scheme Change: Phase IV to Vb : 947
20th September: P32DC 154 repaired and running again (suffered front end damage in a collision with a gravel truck in Gary IN on Train 48 of 9th Sept).
21st October: Former Metroliner cab-car 9652 now DOTX220 (previously was leased to Bombardier for trial with test locomotive)
25th October: GP38H-3's 520 and 526 nearing completion at NS Juniata following rebuilds from GP40PH and repaint to Phase V.
27th October: Paint Scheme Change: Phase Va to Vb : 141
27th October: NPCU 90222 moved back to Chicago on 28th October following repairs at New Orleans (had been at New Orleans since Apr 2004 following collision in Jan 2004).

November 2004 Timetable Changes:
Boston section of Lake Shore Limited (Train 448/449) became a connecting shuttle between Albany NY and Boston, made up of NEC Amfleet cars.
Three Rivers (Train 40/41) runs with one IC General Pool P42DC lost the Viewliner sleeper and Horizon Dinette.
Palmetto (Train 89/90): Diesel / electric locomotive change moved to Washington DC (instead of Philadelphia). South of Washington DC operated by single IC General Pool P42DC. No longer operates south of Savannah GA.
Silver Meteor (Train 92): Diesel / electric locomotive change moved to Washington DC (instead of Philadelphia). South of Washington DC operated by single IC General Pool P42DC.

12th November: P40s 817, 823, 827, 830 retired from service. 830 was previously used for MoW on NEC South. 817, 823, 827 were previously active in New England and have moved to Wilmington. 824 moved from New England to Washington DC and 837 to Philadelphia. 828 was still active working from New Haven on 11th November and remained active until the end of November.

1st December: F40PHR 343 acquired by Trans Texas Rail Shop of San Antonio TX (this was previously owned by Ohio Railway Supply (FLNX), and listed as sold by the Ozark Mountain Railcar brokerage).
1st December: F40PHR 334 joined those going to Panama (was at Nashville and Eastern RR yard, Nashville TN), 332 will be used for spares for the Nashville RTA. 332, 398 and 399 remained in Nashville and expected to move to Lebanon, TN for the Nashville Music City Star service.

5th January: F59PHI 452 released from Beech Grove.
8th January: The California coast line blocked by landslides in the Santa Barbara area from 8th January. A number of locos were "isolated" to the north and south of the blockade. A section has been added below to attempt to track the location of those away from regular maintenance base or working area at the start of the blockade. Some moved soon after.
8th January: GP15 572 on delivery at Proviso IL in early January.

1st September: From 27th August, services suspended due to Hurricane Katrina: Crescent (Atlanta - New Orleans), Sunset Limited (San Antonio - Orlando), City of New Orleans (Memphis - New Orleans). New Orleans maintenance facility closed.
2nd September: Before Hurricane Katrina hit New Orleans, a special deadhead train ran on 27th August from New Orleans yards to McComb MS to evacuate equipment from New Orleans yard comprising P42DCs 3, 63, 123, 182, P32-8 (506?) and 20 cars. P42DCs 33 and 180, P32-8 511 and one superliner car remained in New Orleans.
2nd September: Ex-AMTK F40s on the MMA: MMA226(AMTK216) (fire damage, Derby), 260, 263 and CDAC462 (stripped for parts, Derby), 247, 273, 320, 339, 345, 383, 391, CDAC450, CDAC455, CDAC457, CDAC458 (stored, Derby).

For six days the Coast Starlight turned northbound to southbound at Klamath Falls, after that the service was suspended until a Los Angeles to Sacremento stub train was introduced in early February. From mid-April through service from Los Angeles was restored as far as Klamath Falls with a bus to Eugene and a shuttle train between Eugene and Seattle. Full through service was restored in early May. Some West Coast P42DCs were "isolated" north of the blockade; at least two (113 and 116) moved back to Los Angeles via Chicago. During the blockade transfers of F59PHI's and P32-8's between Seattle and Los Angeles were via Chicago.
